A supplemental proposed rule would rescind the Environmental Protection Agency's findings underlying greenhouse gas regulation of fossil-fuel-fired power plants and repeal all remaining greenhouse gas emission standards for those plants, on the proposed ground that Clean Air Act section 111 does not authorize the agency to regulate power plant emissions in response to global climate change.
