The administration is moving Department of Education functions to other agencies through interagency agreements: employees who oversee Title I grants now report to the Labor Department, more than a hundred special education staff moved to a Health and Human Services building, and staff who handle student civil rights moved to the Justice Department. The next Title I payments are being sent through the Education Department's own systems.
